Tender description
Public Health are working with Elaine McCausland, Head of Adult Learning, who has received government grant funding as part of the ‘Get Britain working’ white paper leading to Liverpool being one of eight Youth Guarantee Trailblazer areas nationally, in order to decrease youth unemployment. As part of this funding Elaine has requested Public Health to conduct a piece of insight with 17-21 year olds who are not in education, employment or training (NEETs) to understand how we can increase engagement with training and employment. I would like to request an exemption to directly commission Define insight agency on the following basis: • this piece of work is of a specialist nature as it is crucial that it builds upon and combines existing school attendance insight which included NEETs in the interview sample. An insight agency called Define recently conducted the school attendance insight with one individual from the current agency conducting over 12 hours of depth interviewing with the target audience so has specialist local knowledge and relationships with the target audience which a new agency would not have. It would be impossible for a new agency to gain this specialist knowledge without extra time, resource and budget. Through this past insight we have experienced difficulty in engaging with the NEET audiences so to build upon relationships already built with this audience (through Define) would also save time, resource and budgets.
