T0638 Future Modelling - Policy Modelling

Tender description

The Supplier will develop proof of concept model. The aim is to leave the Transport Planning Group (TPG) in a position where it is able to make the case internally for procurement and then (subject to internal governance and financial approvals) to procure the full development of a suitable policy model (the 'preferred option') in Financial Years 25/26 to 26/27. Three broad options have been shortlisted in the work to date, although these should not be considered an exhaustive list: - Elasticity model (probably with a simplified supply representation) - Meta-model (probably based on runs of existing strategic model(s)) - System dynamics model The proof of concept model will be a platform that is a blend between certain aspects of each of the Elasticity and Meta models.
