Tender description
The Council seeks to identify an Economic Operator to act as a Development Partner to work in collaboration with the Council, to identify the optimal solution for Council owned lands within the adopted Clonburris SDZ located at Kishoge Urban Centre (SDCC Site 06), subsectors KUC-S1, KUC-S2 and KUC-S3 in compliance with the adopted SDZ and the Council’s requirements. The Council’s vision is to deliver a sustainable, high quality neighbourhood for Kishogue Urban Centre as Phase 6 of the Clonburris Development. These social, affordable and cost rental homes will be delivered in accordance with the following supporting national and local policies; Clonburris Strategic Development Zone Planning Scheme, South Dublin County Council Development Plan 2022-2028, Housing For All; A new Housing Plan for Ireland 2030, Housing delivery Action Plan 2022-2026 The development site has an estimated capacity for approximately 640 units (subject to planning permission). The required tenure mix is anticipated to be 120 social housing units to be sold to the Council, a minimum of 260 affordable purchase dwellings to be sold to eligible persons under the Scheme of Priority for Affordable Dwellings and a maximum of 260 cost rental units. The tenure types are to be split by block. Delivery of 900m2 of commercial property split over 3 selected ground floor locations across KUC-S1, KUC-S2 and KUC-S3 to facilitate employment or retail use within the wider development. Progress site identification for 6300 m2 of employment use for future development. A location for the employment use has been identified on the included schematic, this does not have to be the final location. The Council is seeking to identify an economic operator that has the requisite skillset and is considered most capable of working in collaboration with the Council, to identify the optimal solution for the development site in accordance with the SDZ and the Council’s requirement and to deliver it as efficiently as possible.
