Further competition against lot 3 of the GCA RM6309 Management Consultancy Framework to appoint a strategic partner to support the implementation of the LGR programme within Devon Lot 1: Further competition against lot 3 of the GCA RM6309 Management Consultancy Framework to appoint a strategic partner to support the implementation of the LGR programme within Devon. The requirement was for one strategic consultancy partner, who can deliver qualitative, fast paced, complex and transitional support across the core areas identified in the bulleted list below. This must also include the provision of objective, ‘critical friend’ type advice on Local Government Reorganisation programme, which may be required by discrete functions, multi-disciplinary and/or in relation to the more macro level activities of the Implementation Board. This requirement is likely to include identification of options with recommendations, as well as assistance with implementation and delivery, including outcomes and timescales. Core areas of service support will likely include: • Programme management including support of dedicated PMO functions including data analysis • Project management, change techniques and complex transition • ICT, digital, data, cyber, and the application of technological solutions in a local government setting; • Finance, assets and contracts; • HR, operating models and organisational design.
