Oban Transit Berthing Facility (OTBF) - Phase 2 - Options Appraisal

Tender description

Following the Storm Eowyn event in January 2025, the Council has experienced damage to the Oban Transit Berthing Facility units. A dive survey by Shearwater Marine Services was carried out followed by a visit from the Haskoning Engineer to carry out a visual inspection. Haskoning provided a report commenting on the condition of the structure and advising of next steps to prepare an Options Appraisal. Argyll and Bute Council now wish to engage Haskoning to prepare an Options Appraisal, making clear recommendations in respect of each of the breakwater pontoons. Lot 1: Appointing the supplier will allow for the replacement and repair of two breakwaters which required urgently. The supplier will make recommendations as to the design of the new units and provide supervision/technical oversight at the design and build stage, as and when the breakwaters are settled.. This Phase 2 contract was initially planned to be awarded through the SXL ETC Framework, due to retendering of the framework by the owner, an alternate approach was employed.
