Greater Manchester Region Local Electric Vehicle Infrastructure (LEVI) – Concession Contract

Transport for Greater Manchester (TfGM) is tendering for the provision of a Local Electric Vehicle Charging Infrastructure supplier and contract. The purpose of this procurement exercise is to enable prospective suppliers to provide a tender detailing how they would introduce additional chargepoints in predominantly on-street locations across Greater Manchester. Utilising funding provided by the Department for Transport for the LEVI programme; this is a collaborative initiative with TfGM (who will be administering the procurement and installation phases) and the 10 Local Authorities that make up Greater Manchester. The LEVI programme aims to increase the provision of Electric Vehicle charging infrastructure across the county through the installation of EV infrastructure primarily in areas where residents do not have access to off street parking or find it difficult to access a chargepoint. The local authorities as well as TFGM will form part of the forthcoming concession contract. The supplier will be appointed by TFGM on behalf of the wider consortium. The authorities involved are as follows: • TfGM • Bolton Metropolitan Borough Council • Bury Council • Manchester City Council • Oldham Metropolitan Borough Council • Rochdale Borough Council • Salford City Council • Stockport Metropolitan Borough Council • Tameside Metropolitan Borough Council • Trafford Metropolitan Borough Council • Wigan Metropolitan Borough Council As a Tranche 1 authority Greater Manchester as a whole has received £16.158 million of LEVI capital funding with the expectation that this will contribute towards our 2030 targets for electric vehicle charging provision. A number of GM Authorities have also added an additional sum of City Region Sustainable Transport Settlement (CRSTS) funding to the LEVI amount, which will make the total available for this project become £17.908 million. Therefore TfGM, on behalf of itself and the other noted authorities, is seeking a supplier to increase provision of chargepoints, in the following types of locations spread across the region: • Council owned car parks for both local and destination charging (there are 26,000 parking spaces and 400 available car parks across the county). In regards to thethe LEVI fund, the carparks in scope would need to be in proximity (roughly 5-min walk) to residential areas and be appropriate for overnight charging. • Off-street locations in the form of hubs on other public-owned land • On-street - including standalone bollards, lamp columns. Organisations wishing to take part in this project are invited to 'express an interest' in order to gain access to the full procurement documents via this platform. It is TFGM’s intention to initiate a competitive flexible procedure under section 19 of the procurement act 2023. This will involve two stages, the first being a PSQ and the second being the main tender. This is a competition that will be awarded under Section 19 of the Procurement Act 2023 and will utilise a Competitive Flexible procedure that is made up of 2 parts; the PSQ (Procurement Selection Questionnaire stage) and the Main Tender stage. Only the 5 highest scoring suppliers from the PSQ stage will be taken forward to the Main Tender stage, and from those 5 the winning Supplier will be chosen. Any interested Tenderer can complete the PSQ document and return it to TfGM for evaluation but only those 5 Tenderers, who are told that they are 1 of the 5 at the end of this evaluation, need to complete and return the main ITT document itself. The chosen Tenderers will be told by TfGM when to complete the main ITT document. The PSQ will include questions on the Tenderers legal and financial capacity plus there will be a number of scored and evaluated questions around the Tenderers technical ability (based on experience) to perform this contract. The main ITT document will include a number of scored / evaluated questions around the solution that the Tenderer is putting forward, how they will manage the contract etc. To be considered as a Tenderer you must complete and submit a response to the PSQ stage by 3pm on 25/09/2025. Please allow sufficient time to make your return, as Tender submissions cannot be uploaded and submitted after this return deadline. TfGM will be using the Proactis / Pro-Contract e-tendering portal to mange both stages of this Competitive Flexible procedure. As this tender is being ran under the Procurement Act 23, Tenderers will need to ensure that they have registered on the Central Digital Platform (CDP) before submitting their bid for the PSQ stage initially, and Tenderers will be required to share the financial information, associated persons information etc. that they will be relying on for their bid, from the CDP when they submit their response.
