Pre-market engagement No Which phase the project is in Not applicable Existing team A team within the Chief Data Office (CDO) will be created to work with the supplier and will be responsible for the issuing of and overseeing of deliverables from each Statement of Work. The supplier will be expected to work with various key stakeholders including SMEs across HMRC and third parties, dependent on the specific Statement of Work. Address where the work will be done The Chief Data Office is based at the following locations of Offices (London - 100PS, Croydon, Stratford,) and (Newcastle, Bristol, Cardiff, Liverpool, Manchester, Telford, Leeds, Glasgow, Edinburgh). The supplier is expected to provide people on occasions who can attend-person meetings at these locations to enable requirements understanding, discovery work and other stakeholder management. Per SoW depending on the specific deliverable. Most of the work can be performed on line and attendance will be occasional. In accordance with Call-Off Schedule 5 (Pricing and Expenses), any persons from the Supplier who attend meetings at these locations will not be eligible for having travel expenses paid, but travel to meetings outside of these locations, as part of contracted work can be reclaimed with prior approval subject to the limitations and approvals in accordance with HMRC Policy, which will be shared with the successful supplier on commencement of the contract (Call Off Schedule 5 - Pricing and Expenses ). Working arrangements The supplier staff will keep Chief Data Officer team hours 8-6pm Monday to Friday in order to maximise knowledge transfer and integrate with team development processes. To support this, the Chief Data Office (CDO) seeks a highly experienced supplier to deliver tailored process and data discovery services aligned with HMRC’s Data Strategy and standards. This is a zero-volume commitment call-off contract requiring both tactical and strategic expertise. Key requirements include: A. Tactical Discovery • Rapid deployment of experts for short-notice discovery tasks. • Mapping of tax-related processes, dataflows, risks, and controls across legacy and modern systems. • Evaluation of change impacts, issues, and remediation options. B. Strategic Advisory & Framework Development • Expert advice on a collaborative, consistent enterprise-wide discovery approach. • Close collaboration with HMRC’s Transformation Group, Business Architects, and CDO. • Promotion of cross-programme collaboration, risk management, and knowledge retention. This is not a call for ‘off-the-shelf’ or templated methodologies; we are seeking highly experienced people – likely to be at the peak of their careers —who bring practical insight and the ability to navigate and resolve complex data challenges. The majority of personnel must have a minimum of seven years’ relevant experience, with senior personnel expected to have over twelve years. We expect the most senior experts to be directly involved in delivery from inception through to completion. Suppliers must demonstrate deep expertise in enterprise data management within complex, regulated environments. Agility, adaptability, and the ability to scale rapidly in response to evolving needs are essential. As it undergoes a major digital transformation, success depends on a deep understanding of its data, systems, and processes, what needs to change and how those changes can be made effectively ensuring successful outcomes and identifying opportunities for modernisation. The Chief Data Office (CDO) seeks to commission a highly experienced specialist supplier to provide strategic and deep technical expertise and data knowledge and deliver tailored process and data discovery services. CDO wishes to ensure Programmes and Projects are equipped with the capabilities to undertake the required data and process discovery work and to ensure predictable and successful outcomes. Without a deep understanding of our data as well as our processes and systems—and how to implement those changes effectively, the programmes and projects will suffer delays, increased costs and reduced programme ambition. At an enterprise level there are also opportunities for greater collaboration between programmes and projects addressing enterprise issues, sharing costs and discovery insights. The business problem you need to solve The success of HMRC’s transformation requires a deep understanding of our data as well as our processes and systems—and how to implement the required changes effectively. This foundational work is referred to as ‘tailored process and data discovery’. The core problem- The Chief Data Office wants to provide professional expertise and capability to Programmes and Projects on a level with Finance, Commercial, HR and other SMEs. There is a risk that insufficient levels of data management expertise and input, particularly around process and data discovery—a critical success factor, will quietly undermine programme delivery: causing delays, driving up costs, and forcing programmes to scale back their ambitions. To address this, HMRC wish to acquire demand-led critical capability to ensure Programmes can access the right support when needed, providing Senior Management with better oversight and shifting HMRC Programmes and Projects to adopt a more proactive stance around the data and process impacts.
