The proposed procurement will enable the Council to appoint a single contractor to carry out essential works for Fenestration Replacement at Halley Primary School The project involves the ‘like-for-like’ replacement of approximately 76 existing red powder-coated aluminium windows at Halley Primary School. The current window units are largely defective, with many exhibiting faulty mechanisms that prevent proper opening and closing, thereby impacting ventilation, comfort, and safety. Key points of the scope include: • Strictly limited to window replacement only; all door sets are excluded. • All windows are external-facing and located at ground floor level, as the school is a single-storey building. No internal windows or roof lights are included. • Windows to be replaced comprise a mix of rectangular sliding sash units and circular mid-hinged units. • The scope includes full removal, responsible disposal, and supply and installation of all new units. • Each classroom contains approximately 4–5 windows, and all new installations will match the existing design and appearance to preserve the school’s architectural consistency. This replacement is essential to restore proper functionality, improve classroom conditions, and enhance overall energy efficiency and safeguarding. The procurement of the required works will be awarded to 3D Aluminium via Direct Award through the LHC Framework, specifically LHC A8 Framework (Aluminium Windows & Doors). This approach ensures compliance with regulations while securing access to prequalified contractors with a proven track record in delivering high-quality flat roof refurbishment and replacement works.
