Tender description

As part of the track system packages for each lot, Ferrovial BAM JV will be procuring designated professional roles. The Services Package A shall consist of provision of designated professionals to perform, within the Contractor's Design Management team, the following Designated professional Role(s) under the Main Contract: - Contractor's RAM Manager - Contractor's System Safety Engineer - Contractor's Interoperability point of contact - Contractor's Cyber Security Manager - Contractor's Fire Manager Potential mobilization start (soft start) in September/October 2025 - then estimated full start Febuary 2026. Additional information: 1. Lead the management, oversight of designers' delivery on the following: • Requirements - ensure there are suitable plans/procedures/processes are in place to evidence compliance with the requirements of the Contract and provision of required assurance under the Contract, (evidence normally provided by others, for example the Designers) and review of evidence supplied by the others (e.g. the Designers) • Manage, for these elements of scope, the design and assurance delivery in line with the programme • Support on Departures including discussions with Designers, Contractor's staff, and HS2 or others 2. Plans & processes Draft - liaising as required with the Designers, the Contractor's staff, HS2 and/or others - the following plans & processes; seek approval by HS2; address and reach resolution of any comments (including resubmissions) until acceptance by HS2 • RAM Plan and Programme • Contractor's System Safety Management Plan • Interoperability Management Plan • Review the Physical Security Plan • RAM Demonstration Plan • Interface Management Plan - input on the Rail Systems safety part • RAM Reliability Growth Plan • Review of EMC Control Plan and E&B Execution Plan • Support with the definition of the processes, in liaison with Contractor's Information Management Team, Design Management Team to support supply of evidence of assurance to HS2 3. Review and manage design deliverables Review associated design deliverables & approval for submission to HS2, including assessment of integration within Contractor's design, address comments; for: • Design deliverables • Specifications • Associated assurance deliverables, evidence of assurance, • Acceptance for submission to HS2. Manage addressing and closing out any associated comments from HS2 and others (including Assessment Body (AsBO)) • Support the process of Departures, and contribute to the Departures Register • Assumptions: identify and set, ensure recording, in coordination with Designers and Contractor's Design Management team. Manage discussions and agreement with Designers and HS2 and close out of Assumptions 4. Coordination and liaison with other parties, interfaces: • Participate or lead on IDCs, IDRs or other Review sessions • Liaise with HS2, Designer's SMEs, Assessment Body (AsBO), suppliers/subcontractors and others on behalf of the Contractor • Chair or support/participate in meetings for interfaces with HS2, RSCs, MWCCs or other parties • Establish, own and maintain/update as needed ICDs to manage interfaces with HS2, other RSCs, MWCCs, to ensure integration within Contractor's design, of other systems and/or design by Others /Employer's Design • Manage other systems inputs 5. Miscellaneous • Coordinate with other design disciplines within design delivery, with interface management team, technical assurance team and information management team as required for the design delivery • Support to manage risk and change, in liaison with Contractor's Design Management and Commercial teams, also on procurement processes • Identify and propose/manage optimization ideas in respect of the Scope of the Contract, for each design discipline • Coordination with other Contractor's teams • Support to manage the design programme activities • Support on reporting
