Tender description

Fingal County Council (FCC) seeks to establish a multi-party framework for engineering consultancy services for bridge rehabilitation, including project design, contract documentation, administration, supervision, assessments, and inspections of non-national road structures (road bridges, retaining walls, footbridges, culverts, etc.). Scope of Services: • Bridge Assessments: Bridge Inventory Surveys (BIS), Maintenance Inspections (MI), Engineering Inspections (EI), and Principal Inspections in accordance with BAMS and TII guidelines. • Rehabilitation Works: Detailed repair design for damaged structures, including strengthening, widening, concrete repairs, protective coatings, and parapet replacements. Prepare cost estimates of the works requried. • Emergency Repairs: Attend damaged bridge sites within 24 hours, conduct inspections, and prepare technical reports, structural analysis, and bills of quantities. • Surveys and Reports: Procure topographical and GPR surveys, AA and EIAR screening reports, bat/bird surveys and ecological surveys, hydrological reports; preparation of draft and final Principal Inspection reports with Executive Summaries. • Data Management: Upload inspection results and data to MapRoad and BAMS systems; prepare executive summaries with bridge prioritization. • Project Delivery: Full ownership from preliminary design through to construction monitoring, snagging, and handover (Stages 1–5). • Liaison: Coordinate with internal FCC departments, OPW, Inland Fisheries, NPWS, and other statutory bodies. • Health and Safety: Fulfil Designer and PSDP duties under Construction Regulations 2013. • Documentation: Submit reports, drawings, and other documentation in complete approved PDF format; take and distribute detailed meeting minutes. • Project Management: Appoint a dedicated Team Leader; manage staff changes with FCC approval; provide fully resourced project programmes within 7 days of appointment. • Quality Assurance: Include for technical advice, modern technologies, liaison with third parties, and adherence to evolving Health and Safety protocols in tendered rates.
