Tender description

The Council required a consultant that specialises in Unit 4 Business World development and the implementation of new functionality within the system. Lot 1: A negotiated procedure was conducted in accordance with Regulation 6 (1)(b)(ii) The Procurement (Scotland) Regulations 2016 which states “Circumstances in which a contract can be awarded without competition 6.(1)A contracting authority may award a public contract without seeking offers in relation to the proposed contract— (b) where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons— (i) competition is absent for technical reasons; but only, in the case of paragraphs (ii) and (iii), where no reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement.
