Tender description

The evaluators' overarching objective is to identify the Most Advantageous Tender for the delivery of 0–5 Specialist Community Public Health Nursing Services in Tower Hamlets, encompassing both the Health Visiting Service and the Family Nurse Partnership (FNP). This will be achieved through a robust, transparent, and compliant evaluation process aligned with the Procurement Act 2023 and associated regulations. The evaluation will focus on selecting a provider that demonstrates: Strategic leadership and integration within the local health and early years system. A high-quality, evidence-based service model for universal, targeted, and specialist provision. A strong commitment to social value, community benefit, and cultural safety. Proven economic and financial standing to deliver a contract of this scale and complexity. A comprehensive and realistic mobilisation plan to ensure full operational readiness by 1st October 2026. Compliance with all statutory and regulatory requirements, including safeguarding, GDPR, and clinical governance. The evaluation will be conducted in stages, including initial screening, assessment of the Procurement Specific Questionnaire (PSQ), financial standing, quality method statements, social value offering, and price. The final decision will be based on a weighted scoring system: Quality – 70% Price – 20% Social Value – 10% The evaluators aim to ensure that the selected provider can deliver safe, equitable, and impactful services that improve outcomes for children and families, reduce inequalities, and align with the borough’s strategic priorities.
