DHSC:NHSE: DISC Programme Evaluation

Tender description

As part of the Government Major Project Portfolio (GMPP), the Digitising Social Care Programme is required to carry out an independent end-point programme evaluation - to understand the impact of its policy intervention and to learn lessons that can inform future delivery – beyond this spending review period. The scope will focus on the scaling of digital social care records from December 2020 until March 2025 – identifying key themes that might inform the scaling of other types of care technologies more widely. This end-point evaluation should also consider the initial impact of the funding provided to support the testing of other types of care technologies – as well as how this funding has supported the development of a more robust evidence base. It is important to evaluate the delivery of this £100m+ programme to ensure future investment and delivery plans make full use of the lessons learned and ensure ongoing value for money for the taxpayer. A recent independent review by the Infrastructure Projects Authority, recommended that this evaluation is delivered asap, and the DiSC programme is required to report on progress towards meeting these commitments on a quarterly basis.
