Tees Valley Combined Authority (TVCA) seeks to engage the market through this Pre-Tender Market Engagement (PTME) exercise in preparation for the procurement of an impartial consultant to prepare and write a Green Book-compliant, Outline to Full Business Case (FBC) on behalf of the Tees Valley Combined Authority (TVCA) for its City Region Sustainable Transport Settlement (CRSTS) digital transport programme. This PTME aims to: - Understand the market’s appetite and capability to deliver a Green Book-compliant business case, with a focus on digital transport technologies (e.g., Traffic Digital Twins, smart mobility, MaaS, real-time data systems). - Validate suppliers’ experience and technical knowledge in business case development and economic appraisal. - Assess market capacity, delivery timelines, and potential challenges. - Explore indicative costs, commercial models, and key delivery considerations. - Provide potential suppliers with an opportunity to raise queries or suggest innovations in advance of any formal procurement.
