Tender description
Hampshire County Council (the "Council") has awarded four contracts for High Intensity Supported Accommodation with Floating Support, for young people aged 16-21, for whom the Council has a duty to offer accommodation. These are block contract agreements, across four Lots. Each contract is for an initial period of 3 years, with 2 further extensions of 1 year each, to a maximum of 5 years in total. The contracts will start on 01 July 2025. These High Intensity placements are for those young people who require short-term intensive support (from 5 to 20 hours per week) or floating support before transitioning to independent living or lower levels of supported accommodation, such as supported or low lodging. High Intensity Supported Accommodation provides accommodation with support for 16 and 17 year-old Looked After Children and Care Leavers (18-21 years old), to enable them to live independently. Additionally, this service provides Supported Accommodation for Separated Children. The High Intensity service provides short-term, person-centred, and outcome-focused support in multi-occupancy settings. Service Providers will offer accommodation and support aimed at increasing independence skills within a year, promoting engagement with Education, Employment, or Training (EET), and facilitating the transition to more independent living arrangements. The High Intensity Service will be provided in suitable accommodation settings, such as shared houses with communal living facilities. Lot 1: Hart and Rushmoor This procurement was conducted as an Open Procedure. The service covers six different Geographical Lots (four of which have been awarded). Within this Lot, 18 beds have been awarded as part of one contract (12 of these 18 beds are designated for Separated Children). Lot 2: Test Valley This procurement was conducted as an Open Procedure. The service covers six different Geographical Lots (four of which have been awarded). Within this Lot, 7 beds in total have been awarded as one contract (3 of these 7 beds will be designated for Separated Children). Lot 3: Winchester and Eastleigh This procurement is was conducted as an Open Procedure. The service covers six different Geographical Lots (four of which have been awarded). Within this Lot, there was a requirement for 4 beds in total. No compliant bids were received for this Lot. This Lot has therefore not been awarded. Lot 4: Basingstoke and Deane This procurement is was conducted as an Open Procedure. The service covers six different Geographical Lots (four of which have been awarded). Within this Lot, there was a requirement for 11 beds in total (the requirement was for a minimum of 4 of these 11 beds to be for Separated Children). No compliant bids were received for this Lot. This Lot has therefore not been awarded. Lot 5: New Forest This procurement was conducted as an Open Procedure. The service covers six different Geographical Lots (four of which have been awarded). Within this Lot, there was a requirement for 4 beds in total, all 4 beds have been awarded as part of one contract. Lot 6: Havant, Fareham and Gosport This procurement was conducted as an Open Procedure. The service covers six different Geographical Lots (four of which have been awarded). Within this Lot, there was a requirement for up to 15 beds in total (the requirement was for a minimum of 9 of these 15 beds to be for Separated Children). 6 of these beds have been awarded as part of one contract, and all 6 of these beds are available for Separated Children.
