The objective is to summarise existing academic, legal, and statistical work as part of the client's evidence-based approach to guideline creation, informing early considerations on whether to develop guidelines in this domain. The review(s) will encompass Scotland and other jurisdictions, emphasizing potential differences in jurisdictional approaches and contexts for international comparisons, with a primary focus on Scottish law and a preference for common law jurisdictions in such comparisons, especially with England and Wales. A systematic review process is mandated to ensure comprehensive coverage of key literature, and consultants are expected to outline their intended search methodology, including proposed search terms and publication databases, in initial discussions with the client. The incorporation of non-academic publications, such as official statistics or government evaluations, into the final output is also expected. Consultants are to deliver a final report, accompanied by an executive summary of the findings, upon the project's completion.
