Preliminary Market Engagement for PAN2743 Household (Kerbside) Waste Collections, Transfer Station and Associated Services in Leicester from 2028

Not a call for competition. Preliminary Market Engagement only. Interested suppliers are requested to complete & submit a PME questionnaire response by the response deadline. The requirement is to collect kerbside household waste in Leicester and manage a waste transfer station, including works to convert the transfer site to replace the existing PFI arrangement on expiry in 2028. The Council has already issued two previous market engagements (under the Public Contracts Regulations 2015) in respect of its waste contracts: • Initial engagement exercise published in November 2023 (F01 2023/S 000-032027 published 30/11/2023). • Next stage of market engagement published in November 2024 (F01 2024/S 000-032788 published 11 October 2024). Please note this Preliminary Market Engagement (PME) is issued under the Procurement Act 2023 (UK2 Notice). All interested suppliers are invited to respond, regardless of participation in previous exercises.
