External Procurement Support

Tender description

Background The council currently has a Procurement Lead working to support the authority and uses an external procurement team to support with the running of tenders and delivering procurement training. The electronic tendering system SKDC currently use is Proactis. As part of the lead into and preparation for potential Local Government Reorganisation, SKDC are currently reviewing all options for delivery of the Procurement function. SKDC would like to hear from any providers who can offer this function and would like information on services they can offer along with indicative pricing. To include but not limited to: • End to end tender support – o From initial meeting to understand requirement and advise on possible procurement routes, to contract award and all associated notices o Acting as Procurement Officer, advising and coaching stakeholders through tendering and quotation processes to ensure compliantly o Advice on Social value and Sustainability assessments o Assisting stakeholders with drafting contracts o Contract management advice following award • General Procurement advice in line with the councils’ Contract Procedure Rules • Managing Procurement Pipeline • Contract management support throughout the whole procurement lifecycle • Delivering training to stakeholders and cabinet members • Supporting with Meet the buyer events • Provide a system for tracking updates on all tenders (must be accessible by both parties).
