Self-Drive Vehicle Hire

Devon and Cornwall Police are conducting pre-market engagement to understand the commercial supply base for the provision of a one-stop-shop, vehicle hire to support Avon and Somerset, Devon and Cornwall, Dorset, Gloucestershire and Wiltshire Police Forces, and in addition to other regional Forces or emergency services who express an interest in utilising this contract. This provision should encompass both short- and long-term hire arrangements across all vehicle categories from standard vehicles to on road 4x4 and MPV’s, as well as larger vehicles such as mini-buses and vans, to provide for business continuity or to support operational activities. Contractor should be able to: 1. Provide the required vehicles across all Forces within the Southwest region, within requested timeframes to include emergency or out of hours service, via a delivery and collection offering to various locations, and adhere to a zero turn-down policy. 2. Offer a booking mechanism for hire requirements of a sensitive nature, or to support mutual aid between Forces. 3. Be willing for all drivers, employed staff, agency staff or subcontracted Companies to, as a minimum, have photographic identification, and be assessed on their vetting status. 4. Offer a range of vehicles to include alternative fuels, identified at point of delivery, along with insurance provision, breakdown procedure and process to investigate any potential damage claims or driving violations. 5. Be able to provide comprehensive monthly management information to include all rental details. 6. Be able to demonstrate Economic, Ethical, Environmental values, Sustainability and Social Value elements across the duration of the contract. This PPN is to alert the market of the requirement.
