Tender description
Redbridge Council is seeking a qualified and experienced supplier to potentially replace 40 community noticeboards with digital alternatives to enable advertising and provision of community information. Community noticeboards are currently located across the borough, many in prime locations for footfall and traffic flow. They are used by people in the community and the council to post paper messages about events, services, and local information. However, a recent audit of these noticeboards has concluded that many require repair, re-painting and/or replacement parts. The council is keen to explore the possibility of replacing all 40 sites with digital alternatives and this market engagement is designed to understand the appetite for this opportunity and the requirements of suppliers to capitalise upon it. Given the financial pressures faced by the council, it does not have resources to replace its community noticeboards itself, but given their location, we think there is an opportunity to replace them with digital noticeboards for advertising purposes. To offset any costs incurred by a supplier from replacing community noticeboards with digital noticeboards, the council would be willing to reduce any advertising commission for a set period. Once that ‘set period’ has elapsed, the council would want to operate a profit share model. In addition, to meets its social purpose, the council would expect a level of coverage of its own messages from the beginning of any period where digital infrastructure is operational. This market engagement exercise has been published by the council to help the authority to understand the desirability of this proposition to suppliers and seek further information. If the market engagement exercise shows a level of interest from suppliers to take part, the council will do a formal procurement exercise.
