Newcastle City council is seeking to procure a cloud-based fully operational digital GIS Site Assessment Tool (SAT) that can perform key essential site assessment analysis to comply with the Government’s prescribed planning tests for housing and employment development sites: identifying land suitable for homes and employment through assessment of future development sites and testing the expected urban capacity. As part of this work, and following changes in national Planning Reform and proposals for a digital planning system, we are seeking a digital solution to help identify and assess land which may be available for development. The Council is committed to developing new ways of working via digital technologies to drive forward inhouse service efficiencies as well to improve data accuracy and transparency. Taking recent learning from Geospatial Commission and Government’s Digital Planning pilots, the Council has been awarded PropTech Round 4 funding to work with the Site Assessment Tool (SAT) supplier to develop further innovations and developments. To meet these needs the Council is seeking tender responses from suppliers who have a commercially available, fully functional, and demonstrable GIS SAT Solution to meet the requirements set out in this specification.
