Provision of Orthodontic Services for Children and Young Adults

The Health and Community Services (HCS) Directorate of the Government of Jersey (GoJ) are seeking to select and appoint a maximum of two suitable providers to fulfil the requirement and commission on-island orthodontics service. Orthodontics is the dental specialty concerned with facial growth, development of the dentition and occlusion, and the assessment, diagnosis, interception and treatment of malocclusions and facial irregularities. State funded Orthodontics (primarily for children and adolescents) is limited to provision in Jersey General Hospitals Dental Department. However, Orthodontics is also provided on a private basis in the primary care sector by a combination of General Dental Practitioners, ‘Imported’ specialist orthodontists and resident specialist orthodontists. Waiting times, particularly from assessment to treatment start have been an outlier across all HCS services for several years; this has been further exacerbated by the pandemic. As part of the recovery, HCS has identified a requirement for a fully compliant, patient focused solution to help ensure the populations healthcare requirements are maintained. The purpose of this procurement exercise is to commission the private sector to deliver an orthodontics service for a time limited period with the aim to reduce waiting lists and to reduce the backlog of patients.
