Levelling Up Place Programme Evaluation - AWARD

Tender description

Historic England, on behalf of a consortium of cultural agencies, is looking for an evaluation partner with whom a) to develop an evaluation design that will best address the key evaluation question for the Programme, and b) implement that design to arrive at an independent assessment of the extent to which the Programme has achieved its aims. This project is not about the evaluation of the Levelling Up Fund projects delivered by local authorities but instead about the extent to which the innovative ALB partnership has succeeded in its narrower aims: o To provide help to councils to deliver their funded schemes, especially in those places with least capacity; o To draw together the expertise and resources of the seven cultural agencies to help funded councils deliver levelling up outcomes through their funded schemes; o To facilitate learning amongst the front-line council staff from their experiences to ensure a lasting legacy.
