Tender description
The Contracting Authority is seeking to appoint a Project Team to deliver the EU Life IP Peatlands and People - People’s Discovery Visitor Attraction. This shall be done under two appointments, a Project Manager-led Project Controls Team (PCT) and an Architect-led Integrated Design Team (IDT). It should be noted that the PCT and IDT are to be appointed concurrently to deliver the project as a whole. Please note many of the details set out here are for information purposes only and are subject to change throughout the project lifecycle. The scope of services for each of PCT and IDT appointments collectively include all requirements to deliver the project through Stages (i) to (v) of the Construction Works Management Framework, including, but not limited to: preparation of the site for construction, attaining all statutory approvals required; design; determining, managing and procuring any requirement for specialist equipment; tendering and procurement of works contract (including any enabling works contract); construction contract administration and management; handover and fit out of the new facility. More details are provided in the Information Memorandum document and the Definitive Project Brief document. This additional information is provided as information only. The primary organisation driving the progression of this project is EU Life IP Peatlands and People. EU Life IP Peatlands and People has partnered with other organisation to progress this project including the University of Galway. The University of Galway are leading the initial activities under the EU Life IP: People’s Discovery Visitor Attraction. The Universities role in the initial stages of the proposed project reflects its capacity to progress and administer a capital project of this nature. The University are also providing expertise in stakeholder engagement and in bringing about behaviour change across the other pillars. Tenderers are advised University of Galway has approved funding for the project up to the point of lodging a planning application i.e. the completion of CWMF stage ii(a) as further detailed in the service requirements annexed to each of the Forms of Tender and Schedule for each Lot. This funding allocation does not include for any detailed design work or for the preparation and submission of a Fire Safety Certificate application or Disability Access Certificate application. Once the planning application is lodged, the University of Galway shall transfer its responsibility as Contracting Authority to the Peatlands and People Foundation. Both the PCT and the IDT shall be novated to the Peatlands and People Foundation for the remainder of the project i.e., from stage ii(b) through to stage v. The Peatlands and People Foundation is a newly established non-profit entity established for the purposes of funding and delivering the People’s Discovery Visitor Attraction post the grant of planning permission
