Tender description
Following the publication of a Contract Notice on 21 December 2024, Notice identifier: 2024/S 000-041325 and the procurement process that took place accordingly, the London Borough of Enfield ('contracting authority') has awarded a multi-lotted Framework Agreement to multiple suppliers (32) for the provision of 16+ Supported Accommodation Services for 16-17-year-old children in care and 18-25-year-old care leavers, which commenced 1 December 2025. This procurement was conducted in accordance with the Public Contracts Regulations 2015 and is let in accordance with Chapter 3 and Schedule 3 (Social and other specific services) of the Regulations. The Framework Agreement is let for an initial term of three (3) years. The contracting authority, at its absolute sole discretion, may exercise an option to extend the Framework Agreement at the end of the initial term for a further one (1) year period, subject to the terms of the Framework Agreement and satisfactory performance of the framework providers. There will be no form of exclusivity or volume that is guaranteed under the Framework Agreement and the contracting authority will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the awarded Framework Agreement. Note, the estimated total value (£28,000,000 excl. VAT) stated within this contract award notice is based on the initial 3-year term of the Framework Agreement plus an optional 12-month extension. Lot Lot 1: Standard 24 Hour Staffed Placements The provision of Standard 24 Hour Staffed Placements. Additional information: There will be no form of exclusivity or volume that is guaranteed under the Framework Agreement and the contracting authority will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the awarded Framework Agreement. Lot Lot 2: Complex/High Needs The provision of accommodation and support for children/young people with Complex/High Needs. Additional information: There will be no form of exclusivity or volume that is guaranteed under the Framework Agreement and the contracting authority will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the awarded Framework Agreement. Lot Lot 3: 18 hour staffed units The provision of accommodation and support in 18 hour staffed units. Additional information: There will be no form of exclusivity or volume that is guaranteed under the Framework Agreement and the contracting authority will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the awarded Framework Agreement. Lot Lot 4: Night staff only units The provision of accommodation and support in night staff only units. Additional information: There will be no form of exclusivity or volume that is guaranteed under the Framework Agreement and the contracting authority will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the awarded Framework Agreement. Lot Lot 5: Therapeutic Mental health The provision of Therapeutic Mental health focused accommodation and support. Additional information: There will be no form of exclusivity or volume that is guaranteed under the Framework Agreement and the contracting authority will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the awarded Framework Agreement. Lot Lot 6: Female Only The provision of accommodation and support for female only service users. Additional information: There will be no form of exclusivity or volume that is guaranteed under the Framework Agreement and the contracting authority will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the awarded Framework Agreement. Lot Lot 7: Out of Borough The provision of accommodation and support in Out of Borough settings. Additional information: There will be no form of exclusivity or volume that is guaranteed under the Framework Agreement and the contracting authority will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the awarded Framework Agreement. Lot Lot 8: Parent & Child The provision of accommodation and support for Parent & Child. Additional information: There will be no form of exclusivity or volume that is guaranteed under the Framework Agreement and the contracting authority will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the awarded Framework Agreement. Lot Lot 9: Standalone flats The provision of accommodation and support in standalone flats. Additional information: There will be no form of exclusivity or volume that is guaranteed under the Framework Agreement and the contracting authority will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the awarded Framework Agreement. Lot Lot 10: Block Book (Standard Placement - 24-hour staffed for 16+) The provision of Block Booked (Standard Placement - 24-hour staffed for 16+) accommodation and support. Additional information: There will be no form of exclusivity or volume that is guaranteed under the Framework Agreement and the contracting authority will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the awarded Framework Agreement. Lot Lot 11: 18+ unstaffed with 2 hours support (Provider not responsible for Housing Element) The provision of unstaffed 2-hour support and accommodation for young people aged 18+ years. Additional information: There will be no form of exclusivity or volume that is guaranteed under the Framework Agreement and the contracting authority will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the awarded Framework Agreement. Lot Lot 12: 18+ unstaffed with 2 hours support (Provider responsible for Housing Element) The provision of unstaffed accommodation and 2-hour support a week for young people aged 18+ where the Provider is responsible for Housing Element. Additional information: There will be no form of exclusivity or volume that is guaranteed under the Framework Agreement and the contracting authority will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the awarded Framework Agreement Lot Lot 13: Block Book (18+ unstaffed unit The provision of a Block Booked unstaffed unit accommodation for young people aged 18 and over. Additional information: There will be no form of exclusivity or volume that is guaranteed under the Framework Agreement and the contracting authority will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the awarded Framework Agreement
