Tender description

The Bedford Borough public health services are delivered as part of a shared public health service with Central Bedfordshire and Milton Keynes Councils. The shared service is led by a single Director of Public Health, and each council hosts a public health team focused on a different part of the public health agenda and delivering services on behalf of all three councils. The Bedford Borough Population Health Evidence and Intelligence Team (PHEI) is responsible for delivering the Joint Strategic Needs Assessment (JSNA) for all three local authorities. Budget is £10k per annuum Under the Health and Social Care Act, 2012, Local Authorities and Clinical Commissioning Groups, now Integrated Care Boards (ICBs), have a joint statutory responsibility to provide a joint assessment of the health and care needs of the population they serve. Currently, the three local authorities have separate websites where the JSNA is uploaded. Managing the updates on three websites requires significant time and resources. In addition to this, there is currently no single platform where all the public health data and intelligence products are hosted. Therefore, Bedford Borough PHEI team is commissioning a single web-based platform to host three local authority JSNAs and other intelligence products (listed in Appendix 1). The contract will be in place until 31 March 2024, with an option to extend for one year, plus one year. Under the Health and Social Care Act, 2012, Local Authorities and Clinical Commissioning Groups, now ICBs, have a joint statutory responsibility to provide a joint assessment of the health and care needs of the population they serve. The single web-based platform will enable significant standardisation of the JSNA process for the three local authorities. The platform will provide a ‘fit for purpose’, more accessible suite of products on a single platform for Bedford Borough, Central Bedfordshire and Milton Keynes Councils, which will also make it available to a wider group of stakeholders including partners in the local health and social care system. Whilst it is a single web-based platform, the data will be collated and presented in a way that each place can ‘view’ their own data and each council will have a bespoke page within the web-platform to enable the local authority to host its own JSNA. The proposed platform will need to host various data products including the JSNA for three Local Authorities which will consist of two different products: • A high-level, interactive local authority place view dashboard with key demographic, socio-economic and health indicators. • A smaller number of more in-depth needs assessments undertaken on specific themes/topics/target groups. The platform will also be able to host other public health data products. Inclusion of other intelligence products will ensure the specific needs of each local authority and other system partners can be met (listed in Appendix 1). Objectives • To develop an interactive bespoke page to host the JSNA for three local authorities and enable the upload of JSNA chapters and JSNA dashboards. • To share public health data and intelligence products for the three local authorities and other system partners. • To provide a platform to collate various public health reports, making them accessible to the wider public health team and relevant partners. • To establish a system to ensure that data and information are stored, transferred, and disposed of in accordance with Information Governance requirements and the General Data Protection Regulations (GDPR).
