Tender description

This task will produce an enforcement roll-out options paper, which will allow National Highways to determine how best to embed the effective enforcement interventions as routine within Operations. The options for National Highways to enforce littering offences on the strategic road network are: 1. National Highways becoming Principal Litter Authority for the motorway network 2. Through the relevant Principal Litter Authority authorising National Highways to issue Fixed Penalty Notices (FPNs) on their behalf (This would be analogous to the use of private enforcement companies issuing FPNs for local authorities) 3. Through the relevant Principal Litter Authority directly issuing Fixed Penalty Notices for litter offences on the SRN
