Great South West Partnership Government Engagement Strategy

The timescale of this contract is 28 October 2024 – 6 December 2024 Agreed Deliverables are as follows: as per strategy proposal attached – Mapping of the Great South West ambitions onto the priorities, characters and set-piece events of the new Labour Government. (1) Alignment of IER Policy Roadmap Mapping each of the 10 policy asks contained within the IER against: • GSW’s ‘three securities’ – defence, food and energy • The 4/5 GSW program boards • Government’s ‘five missions’ • Government departments and ALBs • The interests and backgrounds of GSW Parliamentarians. For each of the 10 asks, we will note how it aligns with departmental objectives, and identify at least one relevant, official-level, contact. (2) Political Engagement Strategy Due to weaker engagement from officials, the GSW has expressed an interest in increasing political-level engagement, especially with Special Advisers (SpAds). We will: • Map GSW ambitions onto Labour political priorities (including the priorities of key departments), identifying lines to take. • Produce a new political stakeholder map, including detail of SpAd portfolios. • Identify key Labour MPs, with strong political capital, who may be able to help. (3) Choreography for Set-Piece Government Activity Development of a proactive plan to grasp opportunity and mitigate risk associated with: • Autumn Budget 2024 (focussed on any post-Budget fall-out) • Devolution White Paper (expected Q4 2025) • Industrial Strategy (expected Spring 2025) and Green Paper (published Oct 2024) • Spending Review (Spring 2025) We will also offer some thought about GSW activity / commentary around the statutory Food Security Report (Dec 2024) and the Defence Review (expected Q1 2025). Information Classification: CONTROLLED (4) Workshop Discussion Virtual session to discuss the output of our work with Ahmed Goga, and ensure the GSW Executive is clear on how to take this work forwards. The fee for the project is £9,000 (plus VAT as appropriate), payable in arrears upon completion of the works. Keywords: Strategy
