Delivery and Management Partner (Concession) - Preliminary Market Engagement

The Council is conducting preliminary market engagement to inform its procurement initiative and strategy, and would like to hear from interested parties with a proven track record in public sector procurement processes and regulatory regimes, the marketing, structuring, and management of construction and developer frameworks, commercial models, and call offs for end-users. Lot 1: The Council is developing a strategy which seeks to appoint a delivery and management partner under a concession contract (Concessions Contracts Regulations 2016) for a possible 5-year term with possible 5-year extension, to work in partnership with the Council as the contracting authority to procure, let and manage construction and developer frameworks as defined by the Public Contracts Regulations 2015 which may be accessed by northwest contracting authorities. The Council is unable to make any direct financial investment. The Council’s initiative is to appoint a delivery and management partner by the end of January 2025, so that it can commence immediately thereafter the procurement of both construction and developer frameworks.
