Tender description
The Southeast and Southwest Integrated Care Boards (ICB) deliver Care (Education) and Treatment Reviews (C(E)TR). C(E)TR's were developed as part of NHS England's commitment to improving the care of people with a learning disability and autistic people in England. C(E)TR's were designed to bring an additional challenge and scrutiny to existing health and care review processes, an alternative perspective and expert insight. For people at risk of admission or who are admitted to a mental health hospital, C(E)TRs are an essential person-centred process. They seek to ensure system partners are working with people and families to provide the right care, education and treatment to avoid the need for an admission to a mental health hospital, and ensure good care for all. The Southeast and Southwest, consisting of 13 Integrated Care Boards (ICB's) are seeking expressions of interest from providers who are capable of delivering two key functions to the C(E)TR process: • To recruit, train and support the Experts by Experience and Clinical Reviewers. • To book Expert by Experiences and Clinical Reviews for C(E)TR's. As a minimum, the ICB's would expect interested providers to have the following: • Experience and awareness of C(E)TR's and working with people with a Learning Disability and Autism • A robust infrastructure to oversee and manage a team of Experts By Experience and Clinical Reviewers • Efficient back office functions to manage the CETR booking process and effective communication with 13 ICBs The specification for these services is currently under development and this market engagement exercise via PIN is designed to aid that development and inform the later procurement strategy. The potential term of this contract is currently being reviewed but is likely to be no less than 5 (five) years, with an intended start date of 1st April 2025. The value of this procurement is currently estimated between £300k and £350k per annum, across all 13 ICB's. TUPE may apply to this requirement. This exercise is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.
