Economic Analysis in Support of the Agricultural Reform Programme

The Scottish Government’s Rural and Environmental Science and Analytical Services Division wishes to procure economic analysis and modelling to support policy development of the Agricultural Reform Programme. Section 2 – Background & Context Following EU withdrawal and cessation of the Common Agricultural Policy (CAP), the Scottish Government set out its ambitions for future policy in its Vision for Agriculture , its published Route Map and has laid the Agriculture and Rural Communities (Scotland) Bill (hereafter ‘The Bill’) in Parliament. The Bill will reform how the government will support farming and food production in Scotland, and it will legislate to introduce a new framework of support to replace the current Common Agricultural Policy. It will support the delivery of the Vision for Agriculture and the Route Map, which set out five key outcomes that future policy will aim to deliver. Lot 1: Section 3 – Scope /Statement of Requirement The supplier will be required to provide economic analysis and modelling to assist Scottish Government analysts with appraisal of policy options against the five key outcomes from the ARP Route Map, as well as business case development. This will support decision-making and the development of future policies within the ARP.
