Tender description
The Scottish Government has committed to ensuring that Scotland’s transition to net zero is fair and just. For the Scottish Government, a just transition is both the outcome – a fairer, greener future for all – and the process that must be undertaken in partnership with those impacted by the transition to net zero. The first Just Transition Commission called on the Scottish Government to develop a consistent and ambitious approach to planning. In response, the Scottish Government published their National Just Transition Planning Framework which contains the expectation that all planning activities will contribute to achieving a set of National Just Transition Outcomes. The Just Transition Commission is seeking to develop a theory of change for Scotland to provide comprehensive guidance on who will be impacted by the transition, categorising this in to existing, emerging and adversely impacted. This research Project will develop a just transition theory of change for Scotland, utilising the existing long term just transition outcomes to produce early and intermediate outcomes and associated practical indicators along a connected pathway of change. This should detail to 2026 and 2030 in terms of short and longer term key steps to give basis for envisioned changes and how they might occur. The theory of change, and its outcomes and indicators, will be grounded by data evaluation, applying an iterative process to ensure metrics for assessing progress towards the outcomes are clearly defined and achievable. The Project will also carry out a review of national just transition monitoring and evaluation studies and frameworks, while enhancing understanding of complimentary research across government, to inform the wider Project and final recommendations. The Commission recognises this is a large project with a constrained timeframe, therefore it is important to consider the key aim of this Project is to progress the conversation and produce tangible and practical outcomes for monitoring and evaluation purposes. Therefore, proposals should consider a pragmatic approach to deliver the outputs required while maximising quality and credibility. This work is being commissioned by the Just Transition Commission to help fulfil the aspect of its remit from Scottish Government requiring that it advise on the best approaches to monitoring and evaluation of Scotland’s transition to net zero. The Commission is made up of a range of members from academia, NGO’s, business and Trade Unions. The Commission will publish this research primarily to support its advice and scrutiny function. We expect it will be of further use to policy and analytical officials in Scottish Government working on the four sectoral Just Transition Plans, the Climate Change Plan and monitoring and evaluation across policy. The findings will also be of interest to a number of organisations across business and civil society, in particular those organisations engaged in climate action, equalities and the labour market.
