As part of the Millennium Village development in Oakgrove, a sum of £340,000 was secured as a contribution towards Public Art delivery, as part of the Social Infrastructure Contribution. A brief for the Oakgrove Public Art Commission was developed in partnership with The Parks Trust and the Parish Council. Regulation 32 (1) (b) (i) (1) In the specific cases and circumstances laid down in this regulation, contracting authorities may award public contracts by a negotiated procedure without prior publication.
