The service is currently run by 24 full-time equivalent resources covering SFIA 3, 4 and 5 in roles such as data engineers, data scientists and DevOps. This Service provides Data Architecture Assurance Services, which is comprised of Data Assurance Services and Data Architecture Services (further information provided at stage 2) which cuts across multiple products and services within the MBTP portfolio. MBTP requires data to be at the forefront of the department’s mind and transforming how we create, manage, transform, store and share data is pivotal to create a data driven department. Consistency of data creation, the assurance and governance of data is pivotal to drive improvements to the way the department manages data and will mature our handling of data, data quality and the services we provide to our customers. MBTP employs agile delivery methods and project management methods (depending on the nature of the requirement), tailored to each team dependent on its maturity and the nature of the products and services in its remit. These multi-disciplinary teams operate within a common set of architectural frameworks and a shared governance structure which connect them to wider organisational objectives. The Data Architecture Assurance Service will provide the Data Designs and guidance for the projects and products within MBTP domains. Where the supplied staff will work London Why the work is being done Over recent years MBTP has migrated legacy processing and data to create a single view of nearly 200 million Customers, and provided digital solutions for addressing the asylum crisis, electronic visas, modernising movement of passengers and freight across the border and improving enforcement. While the importance of data quality has never been greater, measuring and enforcing data rules and remediating defects across multiple, loosely coupled systems and legacy data sources is challenging. The data assurance service (DAS) was created in 2021 to address these challenges by driving insight and improvement in data quality across MBTP systems and operations. The business problem you need to solve A strategic planning exercise in March 2024 identified that a broader data design, governance and assurance service is now needed to convert the achievements of DAS into enduring capabilities and a “data first” mindset across MBTP so that data quality is built into all parts of the data lifecycle, driving better insights and decisions. This will help to protect the reputation of the Home Office and drive the take-up of Digital Services; improve processes through better data, faster analysis, targeted remediation and improved data exploitation downstream; and increase cost efficiency through “shift left” data assurance, removed redundancy and focused Investment for the highest cost savings. The Home Office is transforming its IT services, moving to a more agile, Product centric, cloud first architecture, and is significantly advanced in the implementation of this transformation. This is being delivered through multiple portfolios, building in-house capability where it is unique to Home Office, and utilising shared services where there is a common need. Some Digital Services are mature and may require occasional data architecture direction as and when a significant new feature or capability is needed. Whilst others are still at discovery stage and require a high-level design which is then iterated in collaboration with the delivery team. These strategy outcomes include: • ensuring the data architecture aligns with wider strategies and standards, to enable stakeholders to make better decisions to ensure we are streamlining our services to our customers; • ensuring key cross-cutting concerns are addressed in the data architecture to improve reliability, security, cost effectiveness, supportability and performance; • providing assurance to Home Office stakeholders that new products and services are adhering to data and any other specified standards/procedures; • documentation of the data architecture to agreed standards and meeting the stakeholder’s requirements; and • utilising the Home Office’s toolsets to identify areas of poor-quality data to establish data standards and to create opportunities for improvements to reliability, security, cost effectiveness, supportability and performance.
