Background Knowsley Council are intending to create a Dynamic Purchasing System for Day Services. A Dynamic Purchasing System (DPS) is unlike a traditional framework for the supply of goods, works or services. It is an electronic system which suppliers can join at any time. An 'open market' solution, a DPS is designed to give buyers access to a pool of pre-qualified suppliers/providers. Providers would undertake a tendering process to become an approved provider on the DPS. This project is in its infancy, and we would like to take the opportunity to do some `soft market testing’ as outlined below, to determine current interest levels in the market. 2. Key Aim The aim of this soft market test is to hear from all day services currently being accessed in Knowsley. Currently the majority of these are only purchased via direct payments, this DPS will open up the additional choices for those who require support throughout the day as not all service users would choose to receive a direct payment.
