Tender description
L&Q requires the provision of Emergency Lighting testing, inspection, maintenance and associated remedial works across its housing portfolio. The service is split into four geographic lots covering East London, South London, West London and North West England. Contractors must deliver planned cyclical testing, ensure full statutory compliance, complete reactive works and quoted repairs, and maintain accurate records in line with L&Q’s specification. The contract includes working in occupied residential properties, meeting all health and safety obligations, following L&Q policies, and providing a reliable, responsive service that supports resident safety and regulatory compliance. Lot Lot 1 East London: alphatrack emergency lighting – Lot 1 Measured Term Contract, 2016 Edition The procurement covers the repairs, maintenance, servicing, and compliance testing of emergency lighting systems across properties within Lot 1 – East Region (East London). The Contractor (Alphatrack Systems Ltd) is required to deliver a Measured Term Contract for a period of 7 years, providing ongoing maintenance and minor works instructed by the Employer (London & Quadrant Housing Trust).The works include:Routine maintenance, repairs, and servicing of emergency lighting systems. Ensuring all systems remain statutorily compliant, including testing, remedial works, and replacement components where required. Works issued under Orders on an ongoing basis, measured using a Schedule of Rates submitted at tender. Prices are held until FY27 with CPI-based adjustments thereafter. Services delivered across properties defined under Lot 1 East Region, with exact properties confirmed during mobilisation. The Contractor must provide all necessary labour, materials, plant, tools, and equipment to fulfil each Order.All works must comply with Statutory Requirements, including safety, CDM regulations, and emergency‑lighting standards. This procurement ensures that L&Q’s property portfolio within the East Region maintains fully functional and compliant emergency lighting systems over the full contract period. Lot Lot 2 South Region: cb services emergency lighting– Lot 2: Measured Term Contract (2016 Edition) The procurement is for a Measured Term Contract to deliver the repairs, maintenance, servicing, and statutory compliance of emergency lighting systems across the Lot 2 – South Region property portfolio managed by London & Quadrant Housing Trust..pdf)The Contractor will be required to undertake all instructed works for a 7‑year contract duration, including routine maintenance, compliance testing, responsive repairs, and minor works issued as individual Orders. All works will be instructed and administered by L&Q’s Contract Administrator in accordance with the contract requirements Lot Lot 3 – West Region: fixatex emergency lighting – lot 3 measured term contract (jct mtc 2016 edition) The procurement covers the delivery of a Measured Term Contract for the repairs, maintenance, servicing, and statutory compliance of emergency lighting systems across the Lot 3 – West London Region property portfolio managed by London & Quadrant Housing Trust. The Contractor will deliver all instructed works throughout the 7‑year contract period, including routine maintenance, compliance testing, responsive repairs, and minor works issued as individual Orders.The Contract requires the Contractor to provide all necessary labour, materials, plant, tools, and equipment to undertake each Order, ensuring all emergency lighting installations remain fully compliant with relevant statutory and regulatory requirements. Properties within the West Region will be confirmed during mobilisation in line with L&Q’s compliance system. Lot Lot 4 – North West Region: fixatex – emergency lighting lot 4 – measured term contract (jct mtc 2016 edition) The procurement is for the delivery of a Measured Term Contract for the repairs, maintenance, servicing and statutory compliance of emergency lighting systems across the Lot 4 – North West London Region within the London & Quadrant Housing Trust property portfolio.The Contractor will be required to carry out all instructed works throughout the 7‑year contract period, including routine inspections, compliance testing, responsive repairs and minor works, in accordance with the Contract Administrator’s instructions and the JCT MTC 2016 contract conditions.
