Tender description
The Council has a statutory duty, provided by the Local Government (Miscellaneous Provisions) Act 1976, to ensure that all Private Hire Vehicles (PHV’s) and Hackney Carriage Vehicles (HCV’s) that operate within the borough’s boundaries undergo regular mechanical and bodywork compliance checks to ensure their suitability to be licensed by the Council as private hire and hackney carriage vehicles. The test consists of a Class IV MOT test as specified by the Driver and Vehicles Standards Agency (DVSA), and Section 48 (of the same Act) compliance check as specified by the Council. The Council currently has approximately 759 PHV’s and 41 HCVs licensed to operate in the borough. All of these will require 1, 2 or 3 tests a year. A proportion of tests may lead to partial or full re-tests. All hackney carriage and private hire vehicles are tested to the standard as laid out in Bury’s ‘Private hire/Hackney Carriage Compliance Testing Criteria Testing Manual’. The Council are looking to award concessions to DVSA Accredited garages who are able to meet our evaluation criteria and are located within the borough’s boundary, to undertake HCV/PHV certificate of compliance tests, which incorporates the MOT criteria with additional items as specified in the Council’s Private hire/Hackney Carriage Compliance Testing Criteria (Testing Manual).
