Tender description

Following the Simpler Recycling announcement in October 2023, the council is undertaking a review of its long-term waste disposal needs, as well as developing a new food waste service for implementation in line with statutory requirements from 1 April 2026. In order to progress and develop the new food waste service the council is looking to understand what opportunities and constraints currently exist in the food waste markets, supporting industries and supply chains to aid its decision making. To complete an appropriate service design, secure appropriate funding and demonstrate best value for money, the council also needs a better understanding of the market costs for the components required to deliver a new food waste service. This market engagement exercise is intended to provide greater transparency of market options and potential ball park costs to assist the council with it service design and refinement. Potential suppliers will not be prejudiced by any response or failure to respond to the ME. Potential suppliers must also note that a response to this notice does not guarantee an invitation to participate in any future procurement that WCC may conduct. Any procurement exercise will be carried out strictly in accordance with the Public Contracts Regulations relevant at that point.
