Tender description

NHS England, Police & Crime Commissioners and Mayor for the Yorkshire & Humber (YATH) Region currently jointly commission four separate Children’s Sexual Assault Referral Centre Services which are being delivered across the YATH Region. Currently each police force area has its own SARC, North Yorkshire Police force and West Yorkshire Police force currently have pre determined force premises which will remain for the delivery of this service with associated costs pre agreed. Childrens SARC services for Humberside are currently delivered from Hull Royal Infirmary and these premises would not be available for use from any outside organisation and so premises would need to be sourced, South Yorkshire services are delivered from Sheffield Childrens hospital and these premises would not be available for use from any outside organisation and so premises would need to be sourced. The service provides forensic medical services, crisis support and ongoing referral to other health services as appropriate, for all acute and non-recent cases of sexual assault. The Commissioners are considering a 3-year + 2-year contract commencing from April 2025 as this will allow them to consider other options regarding re-modelling as the Adult SARC contract will be due to be re-procured in 2030. This would allow consideration to be given to an All-Age SARC service from 2030. The Commissioners are issuing this Request for Information (RFI) for the purpose of establishing how many organisations may be interested in providing Children’s SARC services for the Yorkshire & Humber Region in the future and provide market input in to potential service options. For clarity, this procurement proposal is currently in the development stages and Commissioners wish to gauge interest from potential suppliers – this does not constitute a formal Expression of Interest or Tender process. Completed RFI’s must be submitted by no later than 1200 hours on Friday 9th February 2024 via the e-Tendering system. Any submissions received after this specified deadline may not be considered in the market engagement process undertaken through the RFI process.
