Preliminary Market Engagement Notice (PME) Bournemouth, Christchurch and Poole (BCP) Council – Preferred Supplier of Executive/Senior Recruitment The Council has issued this PME notice to raise awareness of a potential future procurement process and to give interested parties the opportunity to participate in a soft market exercise in relation to a possible establishment of a Preferred Supplier List (PSL) for all Executive / Senior Recruitment within BCP Council covering the directorates of the following: • Operations • Children's Social Care • Wellbeing • Resources The PME notice is intended to give interested parties the opportunity to participate in a market engagement event prior to the commencement of a procurement process under the Public Contracts Regulations 2015. This is an exciting time at BCP Council at a point when services are undergoing transformational change and improvements are being made at pace, both across BCP Council as well as within the Directorates. All those within Executive and Senior Leadership roles will direct, lead and foster a high performing culture within their Directorates embedding a culture which promotes excellence and high expectations, and a drive for continuous improvement, best practice and value for money. Support required may include but not be limited to: • Advertising Advice on the most appropriate media to advertise through Advertising cost Production of advert with BCP branding Advice in relation to market conditions/salary for the role Production of a candidate pack to be issued to candidates • Sift Receipt & acknowledgement of all applications received Screening of candidates and how best to reduce any interview bias e.g. blind screening Psychometric testing Longlist assessments followed by recommended longlist to be presented to the appropriate stakeholders . Expressions of Interest: Interested parties can express an interest in the opportunity through the Council’s eTendering website; www.supplyingthesouthwest.org.uk (ProContract). The Council is intending to hold virtual market engagement meetings as of Friday 26th January. Interested parties who would like to be considered for a virtual meeting, should express their interest in this opportunity and then send a message through the Message feature of ProContract. A maximum of 2 attendees from each organisation is permissible and attendee names and email addresses must be provided via the Message feature of ProContract by 5pm on Wednesday 24th January for consideration. The Council will be using Microsoft Teams for the virtual market engagement meetings, which suppliers will be able to download as guests. Additional Information: This Preliminary Market Engagement notice is not a call for competition and no contract(s) will be awarded at this stage. The Council reserves the right not to proceed with the planned public procurement exercise. Interested parties should note that they are responsible for their own costs in participating in this pre-market engagement exercise and the Council shall in no event, be responsible for any costs of any party. All requests to participate in market engagement meetings will be reviewed, and the Council reserves the right to decline requests of any suppliers that are received. The Council anticipates a substantial amount of interest in this soft market engagement so the Council intends to publish a list of questions asked as well as the responses that are relevant to other suppliers in a clarification log following the market engagement process.
