Net Zero Pathways for Gloucestershire

Tender description

Gloucestershire County Council have agreed for a supplier to produce a high-level net zero decarbonisation pathway for the county between 2025 and 2045 including the County Council’s interim countywide target of reducing emissions by 80% by 2030. This includes the following workstreams: 1. Calculate both consumption-based and territorial baseline carbon footprints for the county and each of its six districts using our existing Landscape Carbon Tracker model, with any bespoke amendments deemed necessary during the project. Aggregate the results into output categories, referred to as priority areas, determined by dialogue with the GCC team and their partners. 2. Calculate a science-based emissions reduction pathway representing a fair share of the global efforts for limiting temperature rise to 1.5 C, using the calculated carbon baseline as the starting point. Split the pathways into appropriate priority areas, as determined by client engagement. Investigate the best policies/actions to take within each priority area in order to fulfil the target pathway, and, where applicable, perform an indicative cost/benefit analysis. 3. Deliver a presentation to Gloucestershire County Council’s (GCC) stakeholders. Provide an introduction and training on how to use the supplier's online Landscape Carbon Tracker tool, along with any annual support required in its ongoing use to monitor progress against the targets and provide a non-technical user guide.
