Planning & Building Standards Services Application Software for Planning Services and associated functions

Tender description

An integrated service between a case management system, a document management system, an integrated workflow system, a public access system for viewing/commenting and an online submission portal for new applications and updates to ongoing submissions. Lot 1: West Lothian Council Planning Services have a requirement for a software system which provides for the following: i) a Case Management System (Uniform) containing a Gazetteer for: Building Standards, Dangerous Buildings Unauthorised Work Alternative Solutions / Relaxations / Views Appeals Development Management Enforcement High Hedge Notices Tree Preservation Orders Development Conditions Monitoring Contaminated Land ii) a Case Management System which: is compatible and can link with the Scottish Government eDevelopment Portal iii) a Public Access web facing platform which: allows Public Access viewing of documents from the DMS and data from Uniform is searchable on a variety of key dates allows online submission of comments iv) a Developer Obligation recording and monitoring system (Obligation tracker) which: allows recording of monetary obligations and spending s viewing of documents, allows recording of legal agreements in relation to obligations v) a workflow system to progress applications and track online submissions; vi) connects to and works in tandem with the Scottish Governments eDevelopment portals; vii) inbuilt reporting set up to provide data as required by the Scottish Government; viii) allow for changes to software as a result of legislative change; ix) does not charge for the setup of the system. Additional information: A direct award was made to IDOX Software Ltd using Crown Commercial Service Framework contract RM6259: Lot 3: Housing, Environmental and Planning Solutions.
