Value Engineering - Facilitator to close-out the RIBA Stage 3 design for Phase 2 (1)

Tender description

The Committee for Health and Social Care in the States of Guernsey is currently embarking on its Hospital Modernisation Programme which will see considerable investment over the next five year period to create a number of new facilities which will deliver international evidence-based best clinical practice at the Islands only hospital the Princess Elizabeth Hospital (PEH). A design team has been engaged since 2019 to implement the activity modelling and consequential requirement for facilities which was undertaken at that time and fully agreed with clinical colleagues. The OHM programme was divided into two phases; phase 1 for the completion of a new build CCU and PACU facility adjoining to the existing PEH structure as well as new electrical infrastructure upgrades, with Phase 2 being most of the modernisation construction works. For the Phase 2 scheme of works, RIBA Stage 2 designs were completed and RIBA Stage 3 designs were undertaken during 2022, which received full clinical functionality approval. The costings subsequently undertaken have highlighted that the design solution currently sits outside of the funding envelope. As such the RIBA Stage 3 was never fully completed.
