Greater Manchester LAs need access to high quality residential care for children and young people much closer to their local communities. All too frequently however, LAs are finding that these placements are rarely available at the right time and in the right place to meet the need. This leads to children and young people being placed further away from their host authority and LAs are often limited for choice. GMCA and the Local Authorities are now looking for suitably-qualified organisations to operate the Skyline children’s homes (“Care Providers”), providing a number of care services to children and young people placed in the homes by the Local Authorities, pursuant to their responsibilities under section 20 of the Children Act 1989 to provide accommodation for children in need of such support.
