SMT in this case is where the City, at an early stage in the development of its proposals but prior to formulating any formal procurement opportunity, seeks input from the market as to what might be the most attractive way of packaging and scoping a future procurement opportunity. This exercise will provide an opportunity for the City to obtain insight into how participants might approach the delivery of the service in question. It also gives useful early insight into the likely level of interest in a proposed project from that market. Invited participants will not be prejudiced by any response or failure to respond to the soft market testing or failure to attend any follow up face-to-face interviews that may be arranged. Participants must also note that a response to this notice does not guarantee an invitation to participate in this or any future procurement that the City may conduct, nor that the City will procure any such supply and services or accepts any proposals offered. Any procurement of the supply and services by the City will be carried out strictly in accordance with the Public Contracts Regulations 2015. The Community and Childrens Service Department at The Corporation is committed to enacting the duties of the Housing Act 1996 Part VII and the Homeless Reduction Act 2017 in securing appropriate and suitable emergency accommodation for any household approaching the authority as eligible, homeless for whom there is a reason to believe a priority need. The Corporation wishes to engage with accommodation providers, supplying temporary and emergency accommodation as defined by the Housing Act 1996 Pt VII to homeless individuals and households, in preparation for a potential procurement exercise for a framework of emergency and temporary accommodation, consisting of no more than 15 suppliers.
