Tender description

Uisce Éireann intends to establish a Qualification System for the provision of services associated with Statutory Inspections, Maintenance and Repair (incl. Replacement) to Uisce Éireann (UÉ) as required under applicable Irish and European law. Admission to the Qualification System will be subject to meeting minimum requirements and minimum scores as set out in the Qualification System questionnaire. Any subsequent Call for Competition for the award of any given contract (including framework agreement(s)) under this Qualification system, will be run to procure services to cover the independent competent examination, associated with Statutory Inspection, Maintenance and Repair (incl. Replacement) to Uisce Éireann as required. It is envisaged that the proposed Qualification System may consist of seven (7) lots (categories). It is expected that a Multi Party Framework Agreement divided into regions/lots may be set up for Lot 1 following an initial Call for Competition under the Qualification System. Details in relation to other Lots will be made available at a later stage. No restriction is envisaged on the number of Lots an applicant can apply for. There may be a limitation on the number of regions that can be awarded to any one applicant under particular Lots. An applicant may also be awarded the position of Reserve Tenderer across a limited number of regions/lots under a particular Lot. Further details will be set out at the call for competition stage. A breakdown of the proposed Lots is as follows: Qualification System for Statutory Inspections • Lot 1 - Statutory Inspection, Maintenance and Repair (incl. Replacement) of Lifting Equipment. • Lot 2 - Statutory Inspection, Maintenance and Repair (incl. Replacement) of Pressure Vessels. • Lot 3 - Statutory Inspection, Maintenance and Repair (incl. Replacement) of Chemical Tanks. • Lot 4 - Statutory Inspection, Maintenance and Repair (incl. Replacement) of ATEX Equipment. • Lot 5- Statutory Inspection, Maintenance and Repair (incl. Replacement) of Low Voltage(LV) Electrical Sites. • Lot 6 - Statutory Inspection, Maintenance and Repair (incl. Replacement) of Medium Voltage (MV) Electrical Sites. • Lot 7 - General - This section is included to capture all other Statutory Inspection requirements that may become known or those associated with Statutory Inspection requirements not yet determined. EAST Region Dublin City Dún Laoghaire – Rathdown South Dublin Fingal Kildare Louth Meath Wicklow South East Midlands Carlow Kilkenny Laois Longford Offaly Tipperary Waterford Westmeath Wexford South West Clare Cork City Cork County Kerry Limerick North West Cavan Donegal Galway County Galway City Leitrim Monaghan Roscommon Sligo Mayo Each Lot will be evaluated and awarded separately. It is envisaged that Uisce Éireann will appoint an independent third party in Lot 1 to take on the roles and responsibilities of Project Supervisor Design Process (PSDP) and Project Supervisor Construction Stage (PSCS). For the remaining lots successful applicants may be requested to take on the roles and responsibilities of Project Supervisor Design Process (PSDP) and Project Supervisor Construction Stage (PSCS) based upon business needs. Applicants should note that from time to time over the term of the Qualification System, the Contracting Entity, at its sole discretion but without altering the overall nature of the Qualification System, may provide for additional selection criteria in a further round of qualification to reflect changes in its requirements.
