The purpose of this soft market testing exercise is to understand what the market can offer in the context of the delivery of the Horden Masterplan. The soft market test will shape the council’s approach to securing a delivery partner(s) to deliver upon the aims and objectives of the masterplan. This would specifically look at what would success look like in terms of improving the general fabric and condition of properties, eradicating empty properties, providing fit for purpose properties, type and mix of homes, type and mix of tenancies / ownership, delivery mechanisms, property management arrangements etc. Any organisation who is interested in this opportunity must express an interest and then sign an NDA before gaining access to the documentation.
