Moving Buses Forward – Bus Franchising in the Liverpool City Region *Updated* If you would like to attend this Transport Operator Engagement Day, please notify: francesca.stansfield@liverpoolcityregion-ca.gov.uk by midday on Friday 26th April 2024 In October 2023 the decision to franchise the region’s bus network in order to support the delivery of integrated regional public transport was taken – the Metro Network – which will bring together buses, trains and ferries into one system. The Liverpool City Region Combined Authority (LCRCA) are preparing for the first phase of franchise procurement to begin at the end of 2024 and are looking to undertake further market engagement with transport operators in preparation for this. To begin this process, the LCRCA will be holding a Transport Operator Engagement Day at their offices at No. 1 Mann Island in Liverpool City Centre on Tuesday 30th April 2024. The purpose of the day, and subsequent market engagement will be to: • Share the LCRCA’s vision for an integrated transport system and a franchised bus system • Raise awareness of the future opportunity to bid for franchise contracts • Update operators on progress to date, and future bus franchising timescales • Set out the potential operating model for bus services in the Liverpool City Region including the role of network planning, revenue management, bus fleets and depots • Gather feedback from the market on the LCRCA’s proposed approach, and provide operators with an opportunity to feed into performance and functional requirements including innovative solutions Additional information: A more detailed schedule for the day will be released to those who express an interest closer to the time. We will be running sessions on procurement, fleets & depots, network & lotting, and data & performance, if you could please indicate your preferences to allow us to better organise the day’s schedule. Following the Transport Operator Engagement Day, the LCRCA will set up individual meetings with operators who were in attendance to discuss topics and any questions in more detail, expected to take place in mid-May 2024. This notice does not constitute a call for competition. Transport operators will not be prejudiced by any response or failure to respond to this notice and a response to this notice does not guarantee any invitation to participate in this event or any future procurement. Transport operators shall be responsible for their own costs incurred in connection with this market engagement exercise. With the release of this notice, we are also keen to hear from any operators who may wish to engage in discussions to build our market intelligence in a franchised market.
