Tender description

The council is undertaking a review of its long-term waste disposal needs, as well as developing a new food waste service for implementation in line with statutory requirements in 2026. It is also preparing data to support with its response to some of the wider changes to waste disposal that will be happening in the next few years including Simpler Recycling, Extended Producer Responsibility, Deposit Return Schemes etc. To progress and develop these projects the council needs to have a good understanding of the nature of the waste being generated within the city, and reliable data. The purpose of this Market Engagement (ME) exercise is to seek input from potential suppliers within the market to establish options and potential costs associated with the council’s need to undertake a comprehensive compositional analysis exercise of the waste arisings within the City. This will provide an opportunity for Wolverhampton City Council (WCC) to obtain an insight into how potential suppliers might suggest such an exercise is approached based on their experience of previous work for other local authorities, and gain an understanding into the likely level of costs and interest from the market to allow us to plan and budget for the required work. Potential suppliers will not be prejudiced by any response or failure to respond to the ME. Potential suppliers must also note that a response to this notice does not guarantee an invitation to participate in any future procurement that WCC may conduct. Any procurement exercise will be carried out strictly in accordance with the Public Contracts Regulations 2015.
