Tender description

Given the complexity involved in modelling the interactions between economic drivers, the behaviour of different sectors of the housing market and the Agency's programmes, the exercise has adopted a top-down approach. Due to the diversity of the interventions across the Agency's programmes, and their different maturities, the exercise has been performed at a programme level.\r \r The objective has been to highlight the most probable and significant consequences for programmes and apply judgement to produce a directional view of the potential impact on performance. The Agency does not currently have the capability to perform more sophisticated bottom-up modelling, and there is always a risk of spurious accuracy, given the range of factors at play.\r \r Direct award via HE Property Panel.
